Communities and EZC - bug or design intent?

It appears that for at least some people, as soon as they put a gallery in a community, regardless of the community settings for customization, an EZC generated custom header goes away. But, if they make their own custom header manually in their own customization, they can have the header in the community with the right community settings. Is this a bug with EZC or how everything is intended to work?
