Honestly, I'd stick with the known honest retail sellers, such as B&H, Adorama, Tallyns or scour our threads for the few others that might be mentioned. Don't merely search by price, or you may end up on the wrong side of a scammy seller. There are many of those type in the camera biz. Look through our How Not To Get Ripped Off thread too for some hints.
You might also want to post a WTB (Wanted To Buy) thread in the Canon Flea Market forum. There might be someone willing to part with an A-quality used piece of glass.

I don't know the prices on that lens so don't know if they'll meet your price range, but it can't hrt to stalk KEH for one of their "bgn" rated lenses (or possibly even an EX). I've now bought two lenses from them and been extremely happy with the product and service. My only complaint is that they ship lenses below the "like-new" grade without caps, but aside from that they get an A+++++
I have one bgn lens which has a small scratch on the front metal (where the filter would be attached) but is otherwise pristine; just last week I received an "ex" lens which is as far as I can tell indistinguishable from new - I seriously have no idea what small marks may have pulled it down the grading system, because it looks and performs great and the price I paid was actually about $75 less than the price I've usually seen the lens sell for on Fred Miranda and in here. So, definitely worth a look if you're on a budget.
You may have to spend several weeks (or even months) until what you want comes into stock, but if you're not in a rush it's a good source to have on your list
