What's the difference between a graduated neutral density filter and one that is graduated from transparent to gray? I called around locally trying to find a 58mm GND filter and all I've been able to find are transparent to gray filters. Isn't that basically what a GND filter is or is there something different about it that would distinguish it from a transparent/gray graduated filter?

Yes, gray is essentially neutral density.
