Why can't assistants copy multiple photos to other galleries?

As owner of a PRO account can move or copy several photos at a time to another gallery, but assistants can only MOVE them....
We are working on a homeschool group's yearbook. Several galleries have tons of photos we have no intention of using in the yearbook. We'd like to be able to select the best photos and do an automatic download of those.
Last year I was able to do the 'work around' method that I'm sure many of you were familiar with using keywords...but this year, I can't get it to work!
So I've moved on to plan B....copy the 'good' photos over to a new gallery then use album fetcher to download them...terrific, except apparently assistants can't copy multiple photos, only MOVE them. (argh.) There are several of us working on the yearbook pages...so I'm trying to figure out the most efficient way to accomplish our goals.
I would appreciate anyone's assistance! Thanks!
ETA....well, apparently OWNERS can't copy several photos at once anymore either?! just one at a time?! what am I missing? I'm soooo frustrated.
