Is there a way to click on a photographer's image and see what camera settings they used for a photograph?

There are a number of browser add on's that will allow you do this or download a exif viewer such as Opanda or Kuso.

It depends on whether EXIF data is in the JPG. Some photographers strip it out to make the file smaller and load faster. Some sites (including SmugMug) store the data separately and provide a button to view it. When it is there, you can use a browser extension to view it, or you can download the image and drop it into any editor that displays the info.
