I'm not sure about the blur shots, but I thought I'd give them a whirl and see what happens. I did have a lot of fun playing with that technique, though.

Liking #2 of the flags -- colors are crisper. First one feels underexposed.
Monet != (not equal to) Movement, though it is clever to use movement to emulate Monet though, so good job there.
I like the flag better for that reason, and I'm good with the crispness since the ripples imply movement. Bear in mind the topic is movement, not necessarily motion.

That being said your first Monet shot is very intriguing to me(great title too)
just not too sure how the judges would view it as movement..but I love it!

You know, I must have taken about 50 or shots of that flag, over half of which were not usable for this challenge because of vignetting in the left corner. (Watch for vignetting, bracket exposures, watch for vignetting, bracket exposures, watch for vignetting, bracket exposures...:bash Repeat ad naseum....)
I think you and Andrew are probably right about that. The concept was to use camera movement to create a composition -- but it might not go over well with the judges.
