Another bug ID needed

Here is a 4-image stack of an insect perched on one of the holly bushes outside our home. Any idea what it might be?

    Good find - was it moving around much ?
    If so can only guess at a very odd lacewing larva.

    Thanks, Brian. Our hollies have rarely bloomed, so any bit of white stands out. I thought it was a bit of fluff until it started slowly crawling, but it did stay still long enough for me to get a few frames for stacking.

    Just trying to rule out wooly aphids which certainly do not move about much. Think it is a lacewing larva.
