I'm curious about the second (which makes it a good thing). The folks eating in the middle are in a roped off area, while the large number of people are going by. What is happening here?

It's Hanami, or Cherry Blossom festival. This particular shot was in Ueno Park in Tokyo, I think in 2002 or 2003. It's a massive party. The strategy is to stake out your territory a couple of days before. Every city will have one or two days of peak blossoms when the party takes place. Tens of thousands of "Salary Men" and students and just general revellers, drunk and happy stumbling all over the city. Very festive.
