Adding Friends?

Why can I click on Add Friend/Family on some people's SM sites next to their SM name but not others? Is it an individual's settings?
Here are a few examples where I can not add them as friends.

And some where I was successful.

Does it have to do with the non-SM address? I tried by going into those sites by adding the .smugmug.com and that did not work work either.
