Frames

I use Photoshop to do my frames:

1) Image > Canvas Size > Uncheck Relative
2) I usually put in 0.1 for both width and height
3) Check Relative and do the same as step 2 > OK
4) Select a color for the inside mat cut
5) Repeat all the above steps changing only step 2 to suit your preferences.

If you play with this a little, you'll get the hang of it.
