Hmm.. I think it really depends on what you're going after. I do agree that this image lacks something. It's a bit flat and I am not sure I like that the brow is cut off to each side. But I don't agree with your comment that untamed eyebrows, freckles and such should be avoided to make a good picture. Remember, in some ethnicities have very full brows and it's not "unattractive" to have hair between the brows.
I hope the OP doesn't mind me including this picture below just to illustrate what I mean. This is a SP I took. You can see that I have a few stray eyebrow hairs, freckles and I don't think it detracts from the shot. I think it's a matter of what your going for in the image.

I agree with both opinions. It really depends on what your final outcome is supposed to be. I would say that the first set needs to be cleaned up quite a bit if it were to be compared to any professional beauty magazine shots. Cuban's would be superb for a rough and tumble type of ad. I recognize that pic from your boxing shoot. Just my opinion.
