Sorry, I thought the chap on the right was making hand-signals to his buddy driving the excavator; noise conditions in that environment precludes any shouting/yelling etc…

He probably was, but the net effect was his gun-like hand gestures and overall animation and the cop's lack of animation (and possession of real guns).
The "wannabe" caught my eye first because he was totally animated, probably from being on the site all day with little to do. So he was actually directing traffic through the intersection while the officer was just standing there NOT directing traffic at all. So I think he was exaggerating his motions to wave cars through (assisted by a signal light at the intersection) while trying to spur the policeman to action.

I'm afraid I'm with Wil on this one - not that I'm afraid to be with Wil. But this is one of those where the caption left me scratching my head. And then the problem is that there's so much in the frame that nothing really stands out for me. Yes, I can look at it and eventually get that the cop looks stoic - bored - and the construction worker is animated. But then I ask if the construction worker is directing the digger - and then I ask, 'so?' Sorry.
Funny, when I first read the caption and tried to figure out how it applied I figured it was the guy in the truck, trying to be all tough looking, while the real tough guys are out bustin' their a***** getting work done.

I know my fondness for titles and your views toward them will always differ. But there is no way to title it without setting up some expectation without just being generic with a date or "a few from today", which makes looking for them at a later date near impossible.

AND he is looking directly at the policeman, so the connection between them is not that tenuous. I see your point that it is busy and I needed to wait half a second later so the car on the right edge entered the frame a little to improve context. And it maybe is a "so what" shot and I can accept that.
