Arrange Move Tool Not Working

Two days in a row I've tried to use the Tool>Arrange>Arrange Photos to rearrange photos in this gallery. I am unable to highlight a photo so I can't move anything using the tool. Arrange by number didn't work either.
I tried it in another gallery and it worked fine.
Is there a gallery setting I have inadvertently set incorrectly that is hampering by reorganization efforts?
