I'm leaning towards the second one being a better crop than the first. (They're actually completely different photos, I think I moved the tripod between them, but same basic subject matter)
Are you in auto focus? The first one is a little blurry around the buildings and a little noise is creeping in also. What ISO were these shot at?
The first one is ISO 800, the 2nd is ISO 100. I discovered that my tripod is too light to be stable in decent wind (need to fix that), so I was getting a bit of blur from it shaking occasionally. Some of the shots were REALLY bad.
