wide angle on bellows question

theoretical question at this stage-the novoflex balpro bellows and reverse coupler are a long way off,however east german zeiss glass is much closer.

so,the question-a reversed wide angle lens on bellows provides great magnification and i would expect the wider the better.

with a 1.5 crop factor would a 16mm fish eye be a useable lens eg converting into the digital equivalent of a 24 mm lens? i would think yes but would like someone elses opinion
