Stream/river photo setup?

Would shooting small streams or rivers require a lower ISO Setting to get the blurred look to the water?

Also, if the sky is blown out, would that be too low of an ISO shooting in Aperture priority, which would yield a slower lens speed?

I want to produce this effect.

    Blurred water is a function of shutter speed. f2.8 lets a lot of light in fast, f16 lets the same amount of light in slower, given the same exposure.
    If something is blown out it just means you are getting to much light, any number of settings/factors could be causing that.

    Depending on how far the closest elements are in your example you could have shot that at f8 in A priority and then adjusted your exposure compensation so the highlights are not blinking.

    If you want to blur the water you will need a tripod and shoot at f22 and at your lowest iso, with my Nikons it is 200. You may need a Neutral Density filter to darken the scene depending on the brighness of the day. Your example looks like a cloudy day so you would probably not need the filter.
    This description for the blur may not be exactly right, as I never shoot it that way, but it will give you the jist of it.

    Since I live where there is no real moving water like that, I don't have any direct input. However - I did make it a point last summer to figure out how to capture the wind moving through the local wheat fields....you know - 'Amber waves of grain' and all that. I used a stack of ND filters and a small aperture.

    I took this about 5:30 in the evening - about 4 hours of light left. 50mm @ f/22 for .25 seconds. I think, if I remember correctly, I had a couple of ND filters stacked for an equivalent of an ND9?. I wanted to get a wave feeling without the whole frame being a blur.

    ^ I gotta find my filter collection. I know I've got a ND filter in there somewhere. Just misplaced everything when I moved.
