Is there a way to tell how many thumbs up/down a picture has gotten? can you reset the count?

    No you can't tell. It is a feature that has been discussed and requested many times. Search for "thumbs up" or something like that over at Uservoice and add your support.

    The actual data for thumbs up/down is not made available to site owners.

    It can be reset by changing the image in some ways. I'm pretty sure it gets reset if you do a replace photo (even if replacing with the same image). I think it may get reset (you could run your own experiment to verify) if you do other things to the photo such as rotate it one way, then rotate it back or crop it slightly. I believe you can also duplicate it (new copy gets created with empty thumbs data) and delete the original, thus resetting it.
