I think that you will find the 28-70's and also the 24-70's too long at the wide end on a crop bod cam........take a look at the 17-70f2.8-4 Sigma.....I have heard a lot of great things about this lens......but if it has to be constant aperture lens then I woud suggest the Sigma 24-70f2.8.....it takes wnderful pics on my Konica Minolta 7D..................

    lens
The canon 17-40 is by far the superior lens and has great resale value. Image quality to me is superb.
the image below was shot @ F4, 36mm, ISO 100. I have never had a problem with any of the images shot with this lens. I did buy a sigma for my son because I didn't want to fork out the same amount of money, but it is not in the same class. The only thing extra I could ask for would be a 2.0 but I probably would never use it so why ask.

How will you be using the new lens? What application(s) specifically?

38-112 on a crop, for a 24-70. I own a 24-70 and am very pleased with it on my 7d. It has taken the place of a 28 prime Sigma as my walk around lens.

I had a hard time deciding between the S and C 24-70 but a used C won out. Not saying its better....

I wanted a fixed ap, and the faster speed enables less flash use, which suits my style.

I have also owned a 17-40L, very nice lens indeed! I rearranged my bag and sold the lens, but it was also a hard decision.... (seems to be a pattern...) It will be replaced with a WA soon.

Had a bad experience with a Sigma 120-400 and will not touch a Sigma now.
I have the Canon 24-70 which is a great lens with great colors and very sharp. There is something special about this lens and is my favourite walk around lens on my 7D. You get what you pay for:D

I've had the 28-75 for a number of years - got it as my first lens when I bought my first dRebel. I don't have any experience with the other lenses you mention, but I love my Tammy 28-75 - it'll be one of the last lenes I sell if I ever have to sell off my kit for the $$. It works (worked) great on my crop cameras and works almost as well on my 5DII.

But, like Ziggy alluded to - it all depends on the uses to which you will put your lens.

If you could stretch to $900, I think for less than that you could pick up a used 17-55/2.8IS from Adorama, B&H, or Ebay. Lots of people sell this lens when going to FF. I did. Spectacular lens, the best choice on a crop camera. 24mm is not wide enough on APS-C.

was in a concert last week end with my 550D & 24-70L, i find my self wanting something wider than 24mm. lucky i've decided to bring my kit lens and got away with more pleasing shots at least for my preference. if brought my 5D2, 24-70 is no brainier.:):
