Can someone tell me how to create a template in Photoshop Elements 8.0 for the image/file information so I don't have to type it in every single time?

In the full version, I would create a metadata template using Adobe Bridge.
Before Bridge, one could write an action that would populate file info fields.
Perhaps these two options will give you an idea in Elements.
There are also many third party metadata options available, often more so for MS Win than Mac.

I could give you a Bridge metadata template, or a file info action - however I am not sure if you could use them.
As I said, I use the full version, so I don't know much about Elements! Have you done a Google search to see what others do in PSE?
EDIT: At the following link you can download a .zip archive file that contains an Adobe Bridge Metadata Template .xmp file and a Photoshop action .atn file that will populate common file info fields. If you can somehow install to the correct folder/load/use these files - then I can send you a version with whatever info you require in the appropriate fields.

So it would appear that the Elements help file or Google has the answer you need!

I also tried to go to the download you linked to in an earlier post, but there wasn't a file to download .

Click on the orange file icon titled "Metadata Template Test". On the next page, click the text link at the head of the page "download this media".
You really need a PSE user to help you, I can only go so far not knowing PSE. Also, are you Mac or MS Win based - as you may have to find the correct folder to install the .xmp file if you can't find a load metadata template command.
As for the action:
