Credit Card Charged/site down?..........

So I haven't used this site in about 5 months...My account has expired and I log onto my bank account this morning to find a $59.95 charge for a photo that I have not bought.....I tried to go to the site this morning but it seems down, does this bogus charge have something to do with site issues? Who should I speak with to have my money refunded? and how can I have my credit card taken off file so this doesn't happen again?
