This certainly is an interesting composition. Not sure if I should recognize the building (I don't). But what piques my interest is the lighting on the flags. Are they naturally lit? If so, or not, can you explain why the brighter circular areas?

This was shot at night at a high ISO, the lighting on the flags are spot lights from the Ameritrade building and the building in the picture is the top of Philadelphia's city hall.
