Is this normal? Glass filter rotates inside ring

I keep a 58mm Tiffen UV Protector on my 50mm lens. Today while gently wiping it with a cleaning cloth, I noticed the glass filter completely rotates within the metal ring. I never noticed this before. Is this normal or is it time to get a new filter?

    Tiffen filters are extremely cheaply made and almost certainly negatively affect image quality. I suggest that you replace the filter with a higher quality filter with less impact on image quality.

    I recommend Hoya HMC filters and B+W multicoated filters.

    I'm a B+W guy myself, but they'll cost you a bit more than Hoya. I run hoya on my Bigma because that was what was in stock when I bought it.

    I've had this same thing happen with other inexpensive filters. The glass is held in by a ring. Using a rubber jar opener, just hold it by the inner and outer ring and give it a slight turn. It should tighten up.

    Next time, get a better filter.
