how do you determine what your turning off?????
last time I tried to streamline what was constantly running,
I kept crashing the machine and the things I (thought) I had
turned off were back on when I restored the machine......AAAAArrrrrrgh

The short answer and easiest way is to make certain you do not have say a printer, office/works, and those sorts of programs configured within the start-up regime. CC Cleaner is a great program to help with that. It has a function that allows you to set what alternate programs will begin upon starting your computer. Since I switched to Win7 though, I am using a lot less memory/RAM to operate in general. I think the lowest I ever saw my Vista Machine was in the 1.4GB range and here in 7 I regularly get it well below 1 GB.

I'll look when I get home but with Win7 I've noticed even with photoshop CS3 open, firefox open with a gaggle of tabs, and some other crap running, I have yet to break the 1gb mark.
