Problems in Paint.net with Watermarks

I've been able to create watermarks, just not usable ones. The issue is the background - it shows as white and not transparent. I know that there is a step I'm missing, but I have no idea what it is.

The second issue is not being able to adjust the opacity, and 'save for web' like in the instrux. Any help is greatly appreciated!
