Photos of kids in Magazine... release required?

I belong to a national association, and my local chapter is getting ready to hold an event that involves our national spokesperson and few local kids.
I've been asked to come to the event and take some photos, which I am told could be published as a news item in our associations monthly magazine or provided to our local newspaper.
These would be just photos of the event and used for news purposes only, not for advertising or any for profit activities.
Should I have the children's parents sign a release? What's the best practice in situations such as these?

My kids were photographed at a street festival and the photographer (local newspaper) did ask me if it was okay to use their photo, but no forms were signed.
