Upload speed 232kb - did problem come back

I worked with the CEO a few weeks/month back with a problem with one of the upload servers and I am getting the same slow upload speed of 232kb and not the regular +1MB/sec. Did the correction become regressed?? This server problem effected a minority of the servers and never heard of the specifics so I can not provide that level of detail here.

Re-running uploads that failed - uploading at 96kb/sec at 5:47AM. Time remaining 320 minutes to upload 3 files....

I am getting the 'error writing request body to server' message like I recieved during the prior problem period.
