Yeah, the histogram looks OK as presented. If you tone down the bright flower, you can bring up the exposure on the bug so he's not underexposed and the histogram is still balanced.
I attached a quickie sample with the flower toned down, and the overall exposure then brought up .7 stop. I think it's overdone a bit and could be hugely improved upon, but it gives the idea.

try lightening with levels untill cicada is better ,then use a soft brush on a layer mask to darken down the flower petals.
