What Spider??

OK, I know this is not macro, and I actually thought about posting over in Wildlife, but there's no critter in the shot either. Someone here must know what kind of spider built this beauty. It was shot on a 45f, foggy morning in Canaan Vally, West Virginia, and about 3400 ft (1000 m) elevation in a marsh.

    Not that I have any clue what made this, but about how wide is the web structure?

    I'd say 8 to 10" across. It was not small.

    I wish I'd shot from a tripod. There's too much camera shake for my liking.

    It was quite the feat of engineering. I'd love to know what the capture strategy is, the target, and of course the builder. I saw many webs that morning, of many designs, but not a single spider. Perhaps they wait 'till the dew burns off before venturing out??
