was this meant to be soft/out of focus? If not, are my eyes not working? If it was meant, how was the effect achieved?

Like where this is heading. :D Little too dark and soft BG maybe for all thats
going on with it. For me its needing a bit something more. But what that
something is yet undefined. As it stands now, and if it where mine, I'd have
to poke around with it and see what else in addition too would possibly
enhance it yet more. IMO... just saying. bowdown.gifD
Bit of a middle area focus pano crop and go from there? headscratch.gif

Thanks for looking.......I use NIK EFEX PRO as part of PP. The soft look was on purpose...... EFEX PRO is one of the best on the market....If you are interested they have a 15 day fully functional trial offer. Does this answer your question?

:giggle Pony up huh? :D The other time was way easier so's to say and I didn't
    have to consider your vision.
Screen grab was in progress at the time. Here is at least an idea of the crop and little else.
Stayed with soft and dark just running other look.
Not better simply different. These were round about ok in change range.

:D Agreed. Stylized efforts can occasionally be just the ticket. I look forward,
and I know I am not alone, to the time you pick to share some selected
    works.
What things were applied your evening mountains was all from PS filters.
No plugins / other used, though, if I had em I would probably find them
    useful too.
