To be brutally honest, I think the composition here is all wrong.
The gentleman's hand appears uncomfortable and awkward whilst his face is soft.
Perhaps placing him further up the steps would've been nicer? A tighter crop even?

It looks like you worked hard enough to achieve the goal of getting a look of a grainy, out-of-focus film snapshot taken during the harsh midday light with a single-use plastic lens $5 camera and developed at a local gas station.

Ok people... Nikolai is spot on That is the effect I was trying to get out of the photo after I saw it in photoshop. I have of the same shot, but cropped tighter. And yes, this picture was taken by me. rofl
