Can a visitor access your public website while you making changes such as adding captions to photos or uploading additional pictures, etc.?

Yes they can. You can lock your galleries with a password, if you wish, while you are doing this.

Or the other thing you can do is hide the gallery while you are working on it, and then make it public when it's ready for the public.
