Building frame- Inner Glow?? In PS

Trying to redo a frame and can't apply inner glow to it
Missing some step apparently.
1: Made new "transparent" file for frame.
2: Added a 2px black border "frame"
3: Now trying to add a ~5px inner
glow layer which does not show up
no matter what I do.
4: And would save as PNG.


What's the trick here in PS :dunno

You have to first fill the selected area on the new layer and lower the fill amount to zero on your layers palette. Then when you add the iner glow, make sure you change the color to what you want as the default yellow is hard to see on transparent. I use black for my frames
