Overlays in PS Elements

I would like to make my own Christmas card template this year and would like to know how you get an overlay that will show the photograph underneath. I would like to use some kind of laced leaf design on the border but would like for it to run over the edge of the photo. How do they do this with intricate designs? Any advice?

Can you post a picture or link to show what you want to do? I can't quite visualize what it will look like.

Just create a transparent layer and put the elements you want in that layer and put it above your picture layer.
