What free program for bulk uploads and downloads?

So I have hundreds if not thousands of folders, they are already named what I need my album to be named.

I want to be able to make categories in bulk.
Next I want to select a category and drag over many folders and those be uploaded as albums, into that category.
There will be some with sub categories as well.

If I lose my photo collection I would also need to bulk download that junk as well.

-Star Explorer: It did work but it wasn't free. Already costs for SmugMug yearly.
-Snug Up: Is for upload syncing, not just dragging over folders one time for upload
-Send to Smug Mug: Lets you upload from explorer, almost great but categories didn't work and can only do one folder at a time.

Are there any great free tools or does smugmug offer any?

If you use Lightroom, you could take a look at our Lightroom uploader which allows for gallery creation within Lightroom and queuing up of uploads for multiple galleries etc.:

Albumfetcher/Rapidfetcher might work for downloading. As far as uploading, FTP would be great, but it's not available. (You can vote for that here: http://feedback.smugmug.com/forums/17723-smugmug/suggestions/294159-ftp-uploading?ref=title). It's just going to be a tedious process to set everything up. Just bite the bullet and start working on it. It took me years to get all of my images uploaded to SM.
