Tools>More>Apply Color Effect (Not Working)

My question is, why is this not working. I've used it in the past with a some photos, and I have a few where I would like to apply color effects, but when I go to Tools>More>Apply Color Effect, then select auto color, or sepia, it looks like something is happening, but it never changes the photo. Even days later.

I am experiencing this problem right now with one of my galleries. I get a message saying I do not have permission to edit the photo. Ha! It's my gallery!

2011...same problem
I also cannot apply color effects, I get the message that I don't have permission to edit photos...any ideas??

Lynn, specifically, what photo(s)? Please paste a link so that I can help you thanks. I just used the color tool and found it to be working normally.
