Photos Not Saving Back to my computer

Yes, Protection has been turned off.
When I save a photo from my gallery back to my computer I only get half of the photo.
I see the complete image in the "thumbnail" preview. But this is all I get when I open the photo in any program.
Why can't I save a photo back to my computer?
