He's on a bridge - you can see the footbridge ramps in the pic. Storrow Dr.

Cool shot. I think there are times where you could get similar light and a lot more cars zooming by at high speed - if the busy look is what you're going for.

Hmm, reminds me of a different bridge not far from there from which I want a night shot...
