ACR vs. DPP conversion to JPG file size??

Quick question and my apologies if it's been answered elsewere...either the syntax of my search is wrong or the answer is buried deep in a long thread that I'm just not finding??
I'm shooting RAW with a Canon 7D and the file sizes tend to be >20mb each and when converting to JPG in DPP the file sizes are a little smaller but not much...however when I convert from ACR and open in PS CS4 and save as a JPG the file sizes are in the 5mb range (and I'm saving as the largest "12" in PS).
Can anyone explain why and/or the flaw in my workflow is accounting for such a small file size when converting from ACR/PS CS4 vs. DPP?
