How can I get an even color border around an image in PS? I'm using CS2. I can think of many roundabout ways, in there a simpler one?

I posted a way to create a drop shadow in 2004, and the first step is to enlarge the canvas the image is on, to display the drop shadow -

The command sequence is Image >Canvas Size> fill the answers in the new dialogue box, to make the canvas what ever desired size, and whatever desired color.
