Here's what I did. You may need to adjust for your conditions. I used the T2i w/24-70 f/2.8L on a tripod, and used a remote shutter switch. The light was provided by a Mini Mag light with the head removed so the small bulb was exposed.
Camera settings:
manual exposure
manual focus
shutter speed - 30sec
aperature - 5.6
ISO 200
I did this in a dark livingroom - no other lights on. I just twirled the light around a few times during exposure. You don't have to do it the full 30 seconds.
You can find a lot of great examples of this on the web. I don't know if there's a technical name for it, I call it light painting. Hope this helps.
