Please have a look, is this considered ghosting?

I shoot with either a Canon 40d or now with the 50d and these shots are taken with the EF 50mm f1.4. I have a B+W 58ES 010 1x filter on the lens. If you look at both pictures, you will see light that is out of place, or somehow created.
On the picture taken on the river (Vietnam river with candle lanterns floating) you will see little light blobs in the upper right, as well as some small ones interspersed with the candles on the river. For the other photo, you simply see one out of place green blob in the middle of the photo.
Is this caused by the filter? Do people shoot w/o a filter when using a fast lens in night, or low light shots? Any thoughts or advice? Thank you.

I'd say that you definitely want to get rid of filters in low-light/night situations as the extra reflections will be exacerbated by the dark scenery/background.
