PS RAW White Balance Off in Windows

What am I doing wrong, if anything? In PS CS2 Bridge, select a RAW (CRW) file and choose "Open in Camera RAW." I then set the white balance, for example, to daylight. The image takes on the white balance I want, produding a nice warm temperature. I then save the file as a maximum quality JPEG file. When I view the JPEG file in Windows Explorer (Thumbnail view) or in Windows Photo Editor, the white balance appears off. The temperature seems much cooler and appears like it did before I applied the white balance. However, when I open the same JPEG file in PS, the white balance looks like it should -- the way I set it (nice and warm).

What gives? Why doesn't Windows display the correct white balance in the same JPEG file as Photoshop?
