Precise positioning of an image on a larger canvas

I'm trying to place an image onto a larger canvas so that I have the same sized borders at the top and on both sides, but a larger border at the bottom. However Elements 3 appears to offer me only top, bottom, corner, or centre orientation of the image on the canvas.

Can someone kindly explain how I can use Elements to get the result I'm seeking? Please be gentle with me!
