bullseye technique to get this sun flare/glare effect?

So I think I know how to get this kind of shot. Shoot with the light in front of the lens, and shoot at an angle. But usually it's a matter of luck for me, and hit-and-miss. I'm wondering if you guys have a sure-fire technique to get this shot perfect on the first try?

    Point a strobe back to the lens just out of the camera's view? Point towards the light and shoot, no hood. lol
