    I guess the real problem I face is that I can't really offer any solutions. I know the basics of design (Contrast, Repition, Alignment and Proximity (nice acronym, huh), but I know nothing about HTML and can't offer any real help.

    David,

    You don't need to know HTML. Just use Photoshop to put a couple of sample page
    designs together. Your kid's counselor can turn that into HTML.

    Jeeze, I visited that site and thought I was back in 1994 there for a second! I believe that is called dirt style or it would be if the design were intended to be ironic. Won't someone think of the children?!?! Dude, seriously, I should take them on as a mercy case. Tell them to sign up with smugmug, I'll do their front end AND I'll hook em up with a custom smugmug site so they can have some pics of the kids.
