"Making Still-Shots move" program/s

Silly question but a coworker had a video that a friend of hers had made for her. It was a pic of her dog that someone had added a voicetrack to and made the dog's mouth and head/eyes move. Can someone point me in the right direction for something like this? Any info is much appreciated, thanks!!
