Is there a list of the best high-end photography website designers?
I am talking about the $2000-$3000-$4000 and up websites.
I would like to have a new website but I would like to have something good.

I don't 100% know what you are asking... are you looking for websites of people who charge 2-3-4k and up for photography...

... or are you (I think) looking for someone who won't take less than 2-3-4k to design your website?

There is no need to pay that much for someone to design your website, with a little knowledge and learning you could do it yourself on the cheap.

Take a look at some of the credited website designers on this forum, prices starting around $400, for a well designed, great looking site
