Note to Jenn: I went back to the same place this morning. There are several more rows of hats above what was shown in the frame, which is a better explanation than what I invented earlier.

A chapeau is a big decision. Definitely worth mulling over.
Oddly enough, for me the reflection in this shot takes the mystery away. Still, what a great catch in terms of timing and composition.
