This is a bit of a wildcard, mate! There are one or two doubtful things about it, but it's hard to ignore the attraction of the exotic, or a story (which you haven't told) which it almost certainly refers to. Missing the story and not being quite NG style-quality to my eyes, and the emphasis being more "exotic place" than "people", as I say, I could be bemused by its bare and solitary appearance here, or anywhere...???

A finger of god from the sky and an ecstatic prayerful transport in the figure wearing the shiny dress would help your idea, undoubtedly!
