Where are the fish?!

Just tried the make your pictures pop tutorial from the tutorial pages...not as flat as previously, but I guess a flash would have been needed for the eyes. Do you all just use a flash all the time for fill or just look at the eyes for instance and determine if fill is needed?

    All the time outdoors in bright sunlight, especially if you're shooting people.

    So for fill light outdoors in direct sunlight, what settings are you using?
    Pop up flash?
    Reducing flash exposure compensation?
